If you were trying to get access to this site's PUBLIC FORUM :

Here is the procedure that you need to follow:

the upper left of every forum page has a link to take you to the "forum index" page ... the forum index page has a topic called something similar to "read this before you register a user ID" ... When you read that topic you will be told the secret authorization code that you need ... at the top of every forum page see the "register" link ... on the register page, enter the your choice of user name and password, your real email address, and the secret authorization code ... a confirmation will be emailed to you ... to complete your registration, click the link in that confirmation email.
